Expect major congestion on Seal Beach Blvd between Bolsa Avenue and Adolfo Lopez Drive. If you go south on Seal Beach Blvd. from the 405 toward PCH, or the other direction, be prepared for more than the usual traffic jams starting this Monday, at 7:00 am.
The All American Asphalt company will begin a repaving project starting on Monday, March 16 and lanes will be closed. The project's hours of operation are 7:00 am to 4:00 pm, Monday through Friday. Seal Beach Blvd. will be open, but selected lanes will be closed. All lanes will be opened during off hours. The City recommends using alternative routs during the construction hours.
The City's notice indicated, and other media outlets reported, all streets and driveways would be opened during construction. Your Editors thought that seemed a bit over optimistic, so we went directly to the source to check on it. You can expect delays of up to 20 minutes if you happen to come by just when they are paving an intersection, according to Jerry LeBouf, Project Manager for the paving company.
LeBouf said "We're doing removal and replacement of asphalt and then an asphalt/rubber overlay." they will first grind down the old surface to remove it and finish up with restriping the new asphalt.
At night, LeBouf said they will do some repair work on Westminster between Seal Beach and Bolsa. This will be another remove and replace asphalt, but not a complete overlay. They will just fix the bad areas.
