Seal Beach Starts Webcasting City Council Meetings

For the first time ever, this past Monday anyone interested in some, or part, of a Seal Beach City Council meeting could view a live stream of the meeting on the internet. Prior to Monday, only those who received SVBTV 3 on their cable service could view the live or recorded meetings.


“So far it’s been positive,” Seal Beach City Clerk Linda Devine told OC180NEWS after the first use of the new system. “If there’s something that will enhance the viewers’ end of it, which is the purpose of doing it in the first place, then we would consider that and then take it to the council.”



The new webcasting is offered to the community under a three year, $25,000 contract with JGC Technologies of Scottsdale, Arizona.


The new system, which is actually operated from the City Clerk’s laptop computer, obtains the video signal from the SBTV 3 broadcast. That signal goes into her laptop, through some magic software, and, presto, it’s on the web for the entire world to see.

The service provided by JGC Technologies includes 24/7 support, data availability, and management; live broadcasting and on- demand playback of meetings through the internet; retention of recorded digital files for long -term record keeping with archived videos; Links of meeting documents such as minutes, reports, agenda items, etc. to audio and video files with the ability to perform keyword search; and time stamping the video or audio records so a user can go from meeting minutes to video or from video to minutes.


In the near future, the recordings of the meetings will be available on the web within one or two days of the meeting. When we spoke to Linda Devine yesterday, the recording of Monday’s meeting was not ready. But, there is a recording of the December meeting on the web site ready for viewing.

Devine indicated the system will count the number of views, so the city will know how much use people are getting from it. She told OC180NEWS they are open to tweaking the system and improving online instructions to facilitate viewer use of the system.


“If you have any suggestions about something that would make it better, or easier to use, we’re open to those,” Devine told OC180NEWS. “I’m at the meeting, so I don’t view it from home. So if there’s something that would help, or make more sense, we’re open to that.”
